For OpenSUSE this would be https://bugzilla.opensuse.org/index.cgi. If there is a patch, it can be linked or attached there and would then have to be added to the corresponding package by the package maintainer. For OpenSUSE this would be https://build.opensuse.org/package/show/KDE:Extra/alkimia, for other distributions accordingly.
