Because Kubuntu and Windows are different operating systems. It's very likely
that Windows has driver support for this device that either isn't present in
the Linux kernel (the core of the operating system), or isn't present in the
version of the Linux kernel used by Kubuntu.

Either way, you would need to contact the Kubuntu people about that, since
they're responsible for non-KDE software they ship in their operating system —
including the Linux kernel.

To clarify: KDE is not Kubuntu. Kubuntu is an operating system that *uses* KDE
software, but it is not made by KDE itself. It is made by volunteers on top of
Ubuntu, a commercial Linux-based operating system created by the Canonical
company.
