Almost every single time display across the system NEEDS the AM/PM part just to accurately display time. So, I think the AM/PM suppression for the clock widget doesn't even belong upstream. It's a display issue that only really makes sense in this one case. It's *specifically* the case that a live CLOCK should have this format without AM/PM and *not* the case that any other time presentation would do the same.
