I've found this theme on 2 different places so far,
1- The color selector on the color theme section of system settings.
2- In dolphin, you need to enter any folder after opening it so the back button
gets ungrayed, then you need to hover on the back button until the message to
hold shift for more information pops up, if you hold shift the message uses the
weird theme.
I've read online that it is an issue with the new Qt version.
