SUMMARY
While dragging pinned app icons, the wrong icon gets selected after having

(sorry nate, it is still not completely fixed yet...)
STEPS TO REPRODUCE
1. Drag an icon on the Icons only task manager
2. Stop dragging it and try to select another one
OBSERVED RESULT
The originally dragged icon gets selected instead of the one you're hovering
EXPECTED RESULT
The icon you're hovering gets selected properly for rearranging
