Well, I understand that's ubuntu based distro, so:

sudo apt install virt-manager
sudo systemct enable --now libvirtd
sudo virt-manager
Select qemu/kvm and click on edit
Go to connection details
Go to virtual networks
Create one or more virtual networks
Finally, create VMs using that virtual adapters.
