10% battery notification doesn't reappear when it's supposed to.

If you connect a notebook's power cable while the battery is at or under 10%,
its notification disappears. This is the correct behaviour.

What is incorrect is that if you unplug the power cable while still at or under
10%, its notification doesn't return.

Also I just tested it now, and even when unplugging the power cable at 11%, its
notification didn't return when it reached 10% and 9%. So it seems that the 10%
battery notification can only pop out once?
