I just redownloaded and installed the Oxygen Icon Theme and this time it
worked.
I suspect it was either:
1) a corrupt download
2) an issue with using the .zip file instead of the .tar.gz file. Apparently
the "Icons" settings do not recognise .zip files as valid icon theme files.
Whatever the case, I will close the bug report now.
