This doesn't synchronize panels after changing them; rather, that's what https://bugs.kde.org/show_bug.cgi?id=446654 is for. This feature will easily mislead people to think it helps with synchronizing panels automatically, when all it does is clone them initially when you connect a new monitor. It will not keep them in sync.
