Another case with US/RU/UA layouts.

I use global shortcut Ctrl+` for yakuake to toggle window
It works with US/RU, but doesn't work with UA layout.

` (US) is " ё " in RU
` (US) is " ' " in UA

' (US) is " э " in RU
' (US) is " є " in UA

If I set shortcuts to Ctrl+` and Ctrl+' - this works on all thee layouts, and
UA's Ctrl+є also works, but looks like it shouldn't.

In the end
Ctrl+` - I use in fact
Ctrl+' - Alternative for UA

Ctrl+` US - works
Ctrl+` RU - works
Ctrl+` UA - doesn't

Ctrl+' US - works
Ctrl+' RU - works
Ctrl+' UA - works as both Ctrl+` and Ctrl+'

For me, now it looks like plasma/Qt do respect keyboard key prior to layout
key, but some layouts may have incorrect mapping?

I will keep using this double-shortcut solution because it doesn't conflict
with other shortcuts for me.
