To sum up what has been said in the PR[1]:
- KConfig should contain the migration logic (moving config files to the new
location)
- KConfig should NOT contain Plasma specific code
So the best way to tackle this seems to first add the migration logic to
KConfig in a PR.
Then make PRs which modify the config locations of Plasma components. This part
can be done gradually as mentioned above.
