On all operating systems I've tried so far, the ability to forget connections was in the settings, not in the popup. The same happens here; you just have to click the settings button to forget networks. It's quite a destructive action if triggered accidentally, which would require some sort of "undo" button, and I don't really see the point of having it there instead of just opening settings.
