We fixed this for 6.3.0, Plasma on Wayland (i.e. KWin+PowerDevil) will now read
and adopt the brightness level of a display that hasn't been seen before.
It will still ignore any subsequent changes through the monitor's OSD menu, but
that's a different issue we'll have to resolve later.
