I can see the utility in some sort of notification when charging starts, in
alignment with the HIG doc. I've also worked in multiple environments where it
was necessary to mute sound. We also need to consider the hearing impaired
here.
It could be implemented as a notification. That way the user can configure
whether to have sound and/or a pop up notification in Settings -> System
