This report tracks the bug that there's no implicit fallback to a default theme (Breeze or Breeze Dark) if an icon isn't found in either the user's icon theme or it's specified fallback themes, not even a more generic version. (As I understand from https://bugs.kde.org/show_bug.cgi?id=484639#c2 , it's supposed to fall back to a default theme, it just doesn't work.) Bug 476084 tracks the issue that a more generic icon in the current theme is preferred to a more specific icon in a fallback theme.
