I was able to reproduce this in git-master, on a laptop using a single display,
Wayland
1. Add a couple of System Monitor widgets to the desktop (it had been Folder
View)
2. Right click the desktop and go to Desktop and Wallpaper
3. Change the Layout, apply
Result: System Monitor widgets have changed size and position
