So your regular monitor brightness is 14 out of 100, whereas Power Management settings specify 48 which is indeed much brighter. I'll stick to my conclusion that the best course of action for you would be to turn off the "Change screen brightness" option in Power Management settings, and instead use the brightness applet or Display Configuration settings to set monitor brightness. Let me know if that's a sufficient fix for you.
