Seems to me it does exactly what it is expected to do?
When the command line krunner module is active you get command line commands as
potential search output. And in your output list 'sddm', the command line
command, is the best match because it is exactly equal to the search term. The
KCM meanwhile is not exactly equal as it is not called 'sddm'
