Here, as you can see, the spikes are very predictable and common, happening
every virtual desktop switch.

SUMMARY
Debian Trixie (KDE Wayland) here. I installed the latest LACT .deb package and
for tuning purposes, on my RX 6650xt, I kept an historical data graph. What I
noticed is that changing virtual desktop causes a GPU clock spikes. I did
alread notice KDE having ordinary stutters, especially now that I havea 165Hz
monitor. 

STEPS TO REPRODUCE
a. Change Virtual Desktop via shortcuts. 
b. Change Virtual Desktop via mouse.
b. Disabling system animations, specifically Virtual Desktop switching
animations, doesn't solve the issue

OBSERVED RESULT
The overall system performance, over intense GPU sessions, is very stable and
performant, albeit whenever I switch to the Virtual Desktop overview using the
mouse gesture, i.e., moving the cursor over the top-left corner in my case,
there is a recurring clock spike which leads to stutter. I also forced the
P-State to be only 2750 Mhz, yet, the stutters and clock spikes were still
happening
