Ultimately, as David said, this is intentional, and the issue is caused by some
apps being slow. Debugging that here isn't really appropriate as it isn't a
Plasma bug; I'd recommend asking for help over at https://discuss.kde.org if
it's still happening with Plasma 6.2.5 or later.
