Hi,
My feeling is that you installed skrooge from a snap.
So you are on ubuntu derivated version.
I think your issue is coming from snap permission but I'm not a specialist of
that can not tell you how to solve it.
My advice:
1- uninstall skrooge
2- install skrooge from my ppa: https://skrooge.org/download/
