SUMMARY
Using Dolphin file manager for Windows seems possible to change the default
blue folder icon for other different icon, but it is not working.

STEPS TO REPRODUCE
1.  Download the last portable version of Dolphin for Windows in:
    https://cdn.kde.org/ci-builds/system/dolphin/master/windows/
2. Extract the file in some folder.
3. Excute `dolphin.exe` inside the `bin` folder
4. Select any ordinary folder with the default blue folder icon and right click
it.
5. Select "properties" and try to change the folder icon.

OBSERVED RESULT
It is possible to select another icon, but nothing changes when the dialog is
completed. The default blue icon remains the same.
Although a hidden file `.directory` is created inside the folder, with the icon
path data.

EXPECTED RESULT
I expected to change the icon folder, as it is done on Linux.

Dolphin: 25.03.70
KDE Frameworks: 6.9.0
Qt: Using 6.8.0 and built against 6.8.0
Windows 10 Version 22H2
Build ABI: x86_64-little_endian-llp64
