SUMMARY
I have configured from settings, in Desktop Session:
- Session Restore set to "On last logout"
- ingnored applications: spectacle

If i login the desktop, spectacle still starts. 

STEPS TO REPRODUCE
1. Install KDE Neon stable
2. set desktop session as above
3. log out, login.

OBSERVED RESULT
- spectacle still starts
- the same with asbru-cm
- it looks like "ignored applications" does not work 

EXPECTED RESULT
- spectacle shouldn't start if added to the list of ignored applications

ADDITIONAL INFORMATION
I think this has to do that we still have "fake session restore" as mentioned
in https://bugs.kde.org/show_bug.cgi?id=436318. I also understand we are
waiting for wayland to add the capability:
https://invent.kde.org/plasma/kwin/-/issues/113. So I'm not sure this should be
an open bug: can it be fixed in "the fake session restore" or should it be
closed as we will get a "true" session restore. I just wanted to mention this
behaviour and didn't see among the other plasmashell/SessionManagement. @devs:
you can decide what you want to do with this bugreport: close it, park it or
close it. I just wanted to do my bit on reporting bugs.
