* The locked layer will be duplicated into the group was already true in 4.4.8,
so we might actually have that as intended behaviour
* An unlocked layer would move properly into the group in 4.4.8
* Already in 4.4.8 a forbidden drag/drop icon would show when dragging an
unlocked layer in the group
