No user is going to wait 3-5 minutes if an app is hung or the whole system is
unresponsive. They're going to manually kill the app via the dialog, or
forcibly restart the machine by holding down the power button. As such, I
imagine if we did implement it, almost no one would ever encounter it at all. I
don't think so, sorry.
