When attempting to reorder docked panels or separate them when tabbed, the
panels return to their previous order and tab grouping.
In my case, I have the colour palette and colour picker grouped at the top with
the brush presets and tool options grouped together underneath. Any attempt to
drag these panels to new positions shows the target zone correctly, but the
drop operation puts them back where they were originally.
