SUMMARY
OLED monitor brightness reverts to 0% whenever it is reconnected.

STEPS TO REPRODUCE
1. Set brightness to a non-zero value
2. Enable HDR in Display Configuration (can also reproduce by turning monitor
off and on again)

OBSERVED RESULT
The monitor's brightness level reverts from its current value (e.g. 50%) all
the way down to 0%.
This issue does not occur on Windows 11, which I run alongside Linux in a
dual-boot configuration.

EXPECTED RESULT
Monitor brightness should not deviate from its current value if turned off and
on again.
Monitor brightness should ramp up when HDR is enabled - as it keeps reverting
to 0%, this effectively renders HDR unusable on my system.
