Thank you for reporting. 

In version 24.12.0 the effect "Fill Borders" doesn’t work on Windows. I cannot
adjust any of the values (left/right/top/bottom).

Please try with the current Kdenlive AppImage version 24.12.0 to see if the
effect works on Linux: https://kdenlive.org/en/download/
