Yeah, the change was totally intentional, and I believe they won't consider
adding a setting for it because it would be "over-configurability" for such a
minor behavior.
I'd rather agree with you that sometimes I'd just like the wallpaper to shine
as a screensaver, but all I have is a black screen anyway (due to BUG 483094)
so it doesn't really matter to me personally.
