I get the same behavior even by repeatedly calling i.e. "xdg-open ~/Downloads":
first call is opening a new Dolphin instance, and if i cover it by another
window the subsequent calls do not bring Dolphin to foreground, only the icon
in Task Manager gets highlighted.
