The window manager needs to handle "_KDE_NET_WM_SCREEN_EDGE_SHOW" for that to
work; over the Wayland side of things there's a protocol that can be
implemented to handle auto-hiding. I would say this is the wm's responsability
to implement screen edge areas, not Plasma's.
