I'm trying this on my system (with the 24.08.3 flatpak version), and everything
looks ok for me. I can move the storage path elsewhere.
So I'm not able to reproduce your problem.
Could you please provide more information? E.g.:
You are using the flatpak from flathub, right?
Have you changed any flatpak permission settings, system-wide or per app?
It seems like you're trying to save it to a windows partition? Could you try
whether you can save to the linux partition (e.g. another folder in your
homedir)?
