CONFIRMED: and further, have found that the reason the ACTIVITY is being reset
to ALL ACTIVITIES, when using the 'Special Window/Application Settings' menu,
is that the WINDOWS RULES WINDOW MANAGER SETTINGS dialog, which manages all
'special window/application settings', keeps 'ALL ACTIVITIES' as the value for
all settings ... the user cannot change it ... and so whenever the user tries
to adjust any of these settings on the individual window .. the WINDOW MANGER
loads ALL ACTIVITIES as a default setting .. instead of that which was
previously set by the user. 

Unless the user is astute to this bug he will inadvertently choose ALL
ACTIVITIES when making other adjustments to Special Window/Applications
Settings ..,. which causes havoc when rebooting the system ..... as when
reloading an application it now appears across ALL ACTIVITIES. Most confusing
and annoying.
