I've finally tracked this down: XDG_CONFIG_DIRS needs to also point to the
etc/xdg directory of a local install that is not in the standard locations.
KNS3::DownloadDialog(configFile) uses the XDG_CONFIG_DIRS to search for the
.knsrc file specified. I've also upated the discussion page of
https://community.kde.org/Talk:Kdenlive/Development/KF5, in particular the
script for setting up the required env variable to correctly start Kdenlive
from a local install.
