I have a similar/same problem on Fedora 23 (Plasma version 5.5.0). I have three
monitors, left (DisplayPort-0), center (DisplayPort-1), and right (DVI-0). The
center monitor is the primary monitor. My folder view settings are to show
files linked to the current activity on the left and right monitors, and to
show the Desktop folder on the center monitor. In addition, my taskbar and
related plasmoids are on my center monitor.

Upon a reboot (and this has now happened a couple of times), KDE changes the
plasma settings so that left and center monitor "switch" i.e. the left monitor
now has the task bar and Desktop view, and the center monitor is "files linked
to the current activity".

The underlying physical Display Settings remain the same as before -- the
monitor identifiers, the relative positions, and the primary monitor are all
exactly as before.

The output of "kscreen-console bug" as well as
".config/plasma-org.kde.plasma.desktop-appletsrc" will be attached (this is
after KDE messed up the config).
