For part of the discussion.

I wonder if others that are having this issue have upgraded and those that
don't have a problem are using a clean install.

I have a couple of test accounts on the same machine but never seem to have the
issue on those test accounts.  Only on my personal account.

I have tried to clean up the configuration files but with things moving, I have
not found everything.  I am loath to setup up a fully clean personal account
since the settings are not fully back to where they were.

FWIW, it happened to me last night so I this issue is not FIXED.
