Well, as far as i understand: the reason for 'glowing' is a visual hint, that
there is something which cannot be seen (right now) but will happen if you
continue moving the mouse in that same direction. Take the hidden taskbar as an
example... it will eventually pop into sight if you touch the screen edge. And
a bit before that, there's the hint.

But, for a taskbar which is visible and with the option that windows can cover,
there is no need for a hint. The taskbar is already in plain sight. You'll only
get (in my case) a greyish glow on an already visible taskbar if you move the
mouse cursor to the screen edge. The glowing blue is not visible because the
taskbar is grey, so you'll get a dirty washed-out black appearing on the screen
edge. 
The whole idea of a notification is gone, i only wonder what that 'dirt' should
indicate.

And given the case that a full screen window is covering the taskbar, then (and
only then) the hint might be useful - because touching the screen edge will
eventually show the taskbar in front of the covering window automatically. If
it only wasn't dependent on the color of the window covering things and could
be an overlay in the glowing blue color... (is there an option to choose the
glow-color, btw?)
