I can confirm this bug. It might be related to bug 353975 as well (which I see
since panels and screens started swapping around again).
Also should note, that the screens are not moved around as a whole, but panels
and desktops move around independently.
I noticed this since I have the standard background on two screens and an
individual one on one screen.
(I stopped setting up my desktop after I noticed that I do not get persistent
setups.)
Sometimes the panel appears on a screen with the default background, sometimes
on the one with the individual background image.
Originally my setup was:
default BG | individual | dafault BG + Panel
Yesterday I had:
individual BG + Panel | default BG | default BG
Today I see:
default BG + Panel | default BG | black screen
>From what I can tell it is completely random which layout I see on the next
boot.
