I was thinking about adding a couple of folders to the directory
structure that is put in place with our installer, at least on MS
Windows.

I have simply added two folders. One is named "documentation", the
other is named "extensions".

The purpose for the "documentation" folder is obvious. We can use this
to store the user and development manuals for OpenJUMP.

I'd like to provide the "extensions" folder for extension developers.
This folder will contain sub folders that can be used by extension
developers for various purposes. We can have a registry at the JUMP
Pilot Project wiki to avoid naming conflicts.

As an example, I would like to have a "surveyos" folder which I could
use to store information and data for extensions I would like to
develop. This might include image files, configurations files, log
files, and metadata.

I thought it would be best to have a single folder within the OpenJUMP
directory for this purpose, instead of having each extension developer
install a separate and independent directory wherever they choose in
the file system.
