UTF-8 encoding and ShortViewURLConstructor together do not work

I created page [Wybór]: http://localhost/wiki/Edit.jsp?page=Wybór
and file Wyb%C3%B3r.txt has been created after save.
http://localhost/wiki/Wiki.jsp?page=Wybór is working as well.
I've changed jspwiki.urlConstructor = ShortViewURLConstructor and after that
page "Wybór" doesn't work:
link http://localhost/wiki/pages/Wybór makes error page: title: "Wyb ÃR", text:
"This page does not exist. Why don't you go and create it? "
