Dear JOSM Developers, HOT is redeveloping our OSM Tasking Manager software and trying to improve the osm data validation step in our process.
Of course JOSM is the preferred editor for OSM data validation so we are really trying to get our process working best with JOSM first and foremost. I am not a programmer really so that could be the reason I can not figure out the answer to my question. But after reviewing: https://josm.openstreetmap.de/wiki/Help/RemoteControlCommands I can not figure out the answer to my question. Via RemoteControl, can we create a new osm data layer, but not download any osm data? We expect the person doing the validation to download the data they need manually, but we do want to set them up with a blank, empty osm data layer for that purpose. The reason we want to do that is because we are passing in geometry of the area that needs to be validated, but we want to put that data on its own data layer with upload=never, then create a 2nd data layer that is empty for them to download osm data to for validation.
