To follow up on a conversation we had at the table: 

- To register other values now, if the WG, WG chairs, and AD approve, the WG 
chairs can send IANA a request for RFC 7120 early allocation (see Section 3). 
Because this is a "Standards Action With Expert Review" registry, we would then 
ask the designated experts to approve as well. These would be marked 
"temporary," but they would be renewable.

- Alternatively, if it's only important to be sure that the values come from a 
certain range, you could use "TBD1," "TBD2," etc., but add a sentence to the 
beginning of the subsection that says something like "[NOTE TO IANA: Please 
assign the next available values less than -53 in descending order.]"
