[jopendocument] Cell.getValueType

my application should be able to take care of different valueTypes,
thus it would be useful, if Cell.getValueType is public instead of
protected.
I have currently just changed it in the source file.
Perhaps you recommend a different method to use in the application, or
just change it for the next version.
