This seems to be a trade-off between "absolute precision" and "maintaining stability while avoiding confusion." Given that there isn't a new name that is clearly and unanimously considered superior, and the existing `rebalance.time.ms` is historically used and generally understood in context, keeping the current name is a pragmatic choice that prevents unnecessary disruption. Thanks to @chia7712 for the keen insight and to @AndrewJSchofield for the thoughtful feedback.
