But `newTopics` is created empty here, and below we use `topicsToCreate` for
the topics we want to create? So I am confused now? Why would we track the same
thing twice. -> And why do we pass in` newTopics` into `computeTopicsToCreate`
_and_ return a set of `topicToCreate` ?
