[~rsivaram] [~dajac] - is there an equivalent PR to add rack support in the
default KIP-848 server-side assignors? I noticed this KIP added such logic in
the client assignors (apart from simply modifying the protocol to support it) –
but KIP-848 seems to be missing that, which makes the upgrade to the new
protocol lack feature-parity out of the box
