Verified that this change resolves the issue by running the following
command:
```bash
./gradlew cleanTest \
connect:runtime:test \
--tests LoggersTest.testSetLevelWithValidRootLoggerNames \
--tests LoggingResourceTest.testSetLevelDefaultScope \
-PmaxParallelForks=1
```
Both tests passed successfully:
`LoggersTest#testSetLevelWithValidRootLoggerNames`
`LoggingResourceTest#testSetLevelDefaultScope`
