In GroupCoordinatorService#onPartitionsDeleted, we schedule a write operation
for all the shards to deleted the offsets of deleted partitions. Then we
schedule a write operation for all the shards to delete the state of shared
partitions.
As they both go to the GroupMetadataManager, it seems that we could consolidate
them and schedule a write per shard to complete both.
