The new rebalance protocol cannot be supported by the existing
KafkaClientSupplier and KIP-1088 is on hold.
For now, to support current internal testing cases that use KafkaClientSupplier
for injecting test behavior, we need a private interface that can fulfil this
functionality for KIP-1071.
