Summary: Flaky test report should use absolute time for links

The links generated by the flaky test report use the default "last 7 days" time
range. This means if you click a link in the report, it will show you the
current "last 7 days" instead of the 7 days that were used to generate the
report data.
We should modify the links to use absolute time based on when the report ran
